The Committee are of opinion that a considerable amount of Prostitution takes place out of doors, and in boats in the Harbor, between females not residing in Licensed houses and the sailors and soldiers of Her Majesty's Service and others; the Committee would beg to impress the expediency of making such stringent regulations in regard to paragraph 411 of the Ordinance, to bring such Offences under its operation.
The Committee are of opinion that paragraphs 4b and 4b's should be incorporated into the Regulations of all Licensed Boarding Houses.
